The eclipse of the US dominated World Order

Through most of history strong states have preyed upon weak ones and disputes have been settled by war. Recently however, with the growth of global interdependence and war's destructiveness, there have been intensifying efforts to move to a less brutally anarchic system. With the end of the Cold War we arrived at a US dominated global order notionally acting on the basis of multinational agreements, international law and the hope that universal democracy would bring universal peace. That system is now breaking down. Democracy and human rights are on the defensive. Rival powers - notably Russia and China - have begun to challenge US hegemony. Great Power war may be coming back, for example in Ukraine or Taiwan. Cooperation to tackle overarching global threats such as nuclear proliferation and climate change is visibly inadequate. Most seriously, the linchpin of the whole system, the US, is itself abandoning the rules and reverting to predatory Great Power diplomacy. This course asks where these developments may be taking us.
